This is to show you how Houston has been emptied after millions of residents bought the words of Houston’s Mayor and left behind nearly abandoned neighborhoods and stores to flee the city. They also left a potential playground for thieves. Mayor Bill White announced evacuations but did not mention or provide local shelters. He urged people to leave without plan of using freeways to escape, and the result is loss of lives. Asked what people should do when they need a roof during hurricane, the mayor said there would be no local shelters and advised people with special needs to call 311.

A reporter interviewed U.S. Rep. Sheila Jackson Lee (D-Houston) about plans to house people locally. While everybody knew this hurricane as a Category 5 at first — an extremely dangerous hurricane barreling up the Texas coast — she said, “If we felt Rita was going to make a significant impact on Houston, we would go ahead and take the necessary action."
