Hello Ken,
This butterfly is a "Nymph Formosienses". ( And I didn't even need help from Luciano ) They very rarely appear like that in cities. But I usually see them in large quantities on the beaches of South America, and it is very common on Brazilian beaches. The most famous is the Girl Nymph of Ipanema with golden skin like this.
