I think you have two pictures here.
The lovely shapes and colours of the trees in the top half are strong enough on their own to make a good picture.
The waterfall could be another picture but I would not give it the `cottenwool` effect.Purely my opinion.

The combination of slow shutter speed, and slight underexposure has created an atmospheric and unusual photograph, with the blocked up shadows making a strong statement. The warm tones too are effective, though I find the saturation a tad too intense. But an image that made me stop and look (TE is having that effect on me less and less frequently!)
