This is what I think is a Makara, a mythical hybrid being.

Makaras are incorporated into floral scrolls often carved in stone. These beings are a composite of reptile, fish, bird and elephant. It is an imaginary sea monster with the head of an elephant that often disgorges a naga or floral garlands, which seems to be the case here. Usually, this being appears at the edges of panels, beams, and lintels.
