Photographer's Note

Water supply is a major concern almost everywhere. In an island as dry as São Vicente, it is a serious problem. Here, like in most of Cape Verde, drinking water is produced from seawater in desalination plants, by the same company that produces electricity. (The NATO troops produced also their own water when they were here.)
In Mindelo there is home delivery by normal pipes in the central part of the city. Where there isn't public plumbing, some homes have cisterns or water tanks and the drinking water is transported to them by truck. But in the poorer areas, like the outskirts of Mindelo in this photo, most people cannot afford to buy water by truck. Thus, the public authorities deliver water to some spots where the people gather it.
In any case, most families in São Vicente Island have a regular supply of drinking water (above national average), which is quite an achievement in such dry and poor island.
