Downtown Mindelo is relatively wealthy and quite clean by some African standards. Third World is more evident in the outskirts of town, as you see here. The house with the red-tailed siren is the neighborhood "Século 21 Tesquinha" (21 st. Century Shop, a mix of grocery store, drinks shop, social center, etc).
People here may be materially poor, but they use naive art to brighten up their lives, be it a siren sculpture, a colorful mural or a seemingly purposeless archway.
In workshop I post a closer view of the tesquinha. I could post it as primary photo, because we see better the shop and some children.
The cross was put on the top of the hill when Pope John Paul II visited São Vicente Island.

Uma zona pobre dos arredores do Mindelo. A casa com a sereia é uma loja/tasquinha, cujo nome que tem à entrada é, em crioulo, Século 21 Tesquinha.

Olá Francisco, já vi que voltaste a 'postar' 3 num só dia :))))) Gosto muito desta. A paisagem é muito bonita, com as acácias(?) e as cores variadas da terra. Um sítio simples com pessoas simples. Também gosto da aproximação em WS, mas esta está melhor. Acho é que falta uma mais aproximada da Sereia (gosto de apreciar os trabalhos da minha futura área ;-) ...irás publicar uma?

Actually it looks very clean & tidy; although the lack of water is very apparent here. I like the the way you've framed the settlement at the foot of the hill. I think I would have tried to get one of the two edge trees more complete and leave the other out. Of course your focus was the siren, these other thoughts always pop up after the picture is viewed for processing :-) HLJ, pat

Although I never went to São Vicente I remember very similar neighborhoods on the outskirts of Praia. I remember seeing women sweep the dirt in front of their homes. There aren't many photos of Praia here on Trekearth, but this one looks very similar. Oh how I wish I could return! The workshops are interesting too.
Quiz Answer: The dog is on the roof. I'm not sure about Monteiro. Is he the man resting on the fence, or the man in the posters?
