The people in this photo are not Cape-Verdeans. Some are tourists, and the others are from the West Africa countries. Cape Verde is a country of emigrants and the Cape-Verdeans are a tolerant people, therefore, as the country is developing [it is already among the countries of medium development], many immigrants are arriving from neighbouring poorer countries. Many of these immigrants are young men that sell African handicrafts in the streets of Cape Verde. Most of that handicraft has nothing to do with Cape Verde, but it seems that most tourists don't notice it.
Another misleading aspect in this photo it's the green trees. The island of São Vicente is extremely dry. This garden in Praça Nova is one of the biggest in Mindelo city (watered with non-drinkable water). Furthermore, the photo was taken a few minutes after one of the very scarce showers of the year.

As pessoas nesta foto não são cabo-verdianas. Umas são turistas, outros são originários dos países da costa ocidental africana. Cabo Verde é um país de emigrantes e é um país tolerante, e à medida que progride tem atraído imigrantes vindos dos países vizinhos mais pobres. [Cabo Verde já está incluido entre os países de desenvolvimento médio]. Muitos destes imigrantes são homens novos que se dedicam a vender artesanato africano nas ruas de Cabo Verde. Esse artesanato frequentemente não tem nada a ver com Cabo Verde, mas a maior parte dos turistas parece não notar a diferença.
Há outro aspecto enganador nesta imagem. A ilha de São Vicente é extremamente seca. As árvores que se vêem na imagem estão na Praça Nova, uma das maiores zonas ajardinadas da cidade do Mindelo (regada com água residual não potável). Além disso, a foto foi tirada uns minutos depois de um dos raríssimos aguaceiros do ano.
