Hello Mariusz,
From the 11th century all kinds of 'brave animals' were depicted on shields, such as dragons, wolves, leopards, panthers and lions.
Especially the lion is left of these animals and on the current flag of Flanders it has become the symbol.
As you write in your note the coat of arms of Bruges is carried by two animals: the lion and the bear of Bruges, the so-called oldest inhabitant of Bruges. Don't know why there are two lions on top of this column. Were people tired of the bear?

May be the lion who was in the arms swapped places with the bear for a while
But where is the bear?
