Hi Chai
It is a bit too early in the evening to capture the atmosphere of the evening life at that area. Maybe a little later that you would be ble to put in a good evening shot with all the neon lights and signage light turne on and haveing the dark evening sky as a curtain to your image.
And using a slow speed, most probably you will be able to capture some moving cars around the trafiic and wahla!, you got this lines of lines on the streets. And wahla!, it wil be an excellent evening shot.
So, why are you hurrying to rather than waiting a little extra longer to have a better compostion and effect?

I did take some shots when the sky is darker at about 7:46PM. By then, a lot of the details of the hotel and the surrounding area were not visible.
During that time, the street was still quiet and not many photos have lines on the street.
After 7:46PM, time for me to get ready to meet my aviation friend for dinner. 8-)
