Thanks for your input. FYI, I was at the lowest ISO on my camera. I wasn't at the highest aperature, but f/16 got me 1/40 or 1/50. I wouldn't have wanted to go down to 1/8 or 1/15, since I didn't have a base (e.g. tripod), and didn't want to introduce vertical blur due to handheld camera shake. Maybe if I was better at panning, it would work, but I feel that a super-slow shutter would only increase the failure rate, so my settings were a compromise.

Anyway, this particular shot either works for the viewer or it doesn't. I like it. I definitely would have preferred the cyclist farther away from the background, which would have helped with the blur issue. But this is the best shot I got of this part of the parade, and one of my goals is to create a well-rounded picture story, of which this is just one element.
