Hi Bev,
it is a very strange structure indeed, and I am quite surprised they decided to build something like that.
I would think that they could have made an existing tower somehow accessible for tourists or the roof of the castle.
I am not sure how it fits with the town but I cannot complain because I do like views from above :)
