No, the observation deck is not open to the public. It's the control room of the power plant and classified as a high security object.

I suppose the boat, and the pontoons, are safely secured and won't sway too much. But in case of a severe storm I would personally prefer to stay at home anyway.

I think the igloos are air-conditioned in summer (if necessary; Swedish summers are not always like Italian) and heated in winter.

I agree that ugly and hidden places often...

No I haven't been inside any such igloo. You have to order a 'Thai fusion menu' at 495 Kronor (excluding drinks) per person to sit there.
