Firstly, I hope you won't be offended by what I've done to your photograph!
I think the problem lies in the histogram. I can't really explain that here because there's not enough room.
Anyway, if you go into "Enhance" then "Lighting" then "Levels", you will see a graph. You ideally want a nice smooth spread of light in the picture from dark to light, if you see what I mean. That is the "ideal" situation although, dependent upon the particular image, it will not always be the case.
If you look at the "Levels" graph with your original picture, there's a big hump in the middle, no dark pixels and a few scattered light ones to the right. I've moved in the "sliders" to narrow it down and my "modified" picture has more of an even spread across the graph.
I also slightly increased colour saturation and sharpened the picture a little in Unsharp Mask.
Then, because there were fewer than the limit of 800 x 800 pixels, I added a simple frame for you.
Now, what I want to know is: does this look anything like what you saw when you took the picture? :) Or is it nothing like it? I bet it didn't really look like the picture you posted did it? I doubt if it was quite as light as that because you say in your note that the sun was just starting to come through the fog and mist.
