Joyce, I made a work path using the pen tool in Photoshop CS, than a made a selection around the bird in a new layer, increasing the contrasts on it.
On a bg copy layer, I ran the NI filter to reduce noise, adjusted colors darking the blacks and lighting the whites. The neutrals were adjusted to blue an cyan, but it was not necessary, just personal style.
Over the clouds, I used the burn tool a little.
Of course, I rotate canvas to fix the tilted horizon and cropped.
The frame was built with PSP 8.0, by adding borders and 3d effects (drop shadow and buttonize).
