I started with unsharp masks:

USM, +150, 0.3 pix radius, 0 treshold.
Edit - fade to lighter, 100% opacity.

USM, +80, 0.3 pix radius, 0 treshold.
Edit - fade to darker, 100% opacity.

USM, +80, 0.3 pix radius, 0 treshold.
Edit - fade to lighter, 100% opacity.

The unsharp masking had a good effect on the edges of the clouds and the light.

Then I reduced the noise in all areas, except the edges of the clouds. With noise ninja photoshop plugin. I set the smoothness very low, +3/20.
