First, I moved away the reflection on the window..

Then, convert the photo into BW and make it into monochrome. then I fixed the horizon and crop a bit the photo.

Voila...

I hope youdo not mad at me.. coz this is what I have in mind when I saw your beautiful photo.

Used median tool to remove the camera reflection and some noise.

Then turned 2° CW to make it horizontale.

Cropped a little to keep only what's above the sky.

Sharpen once to see more precisely the buildings

Added some brightness and contrast to insist on colors

Changed a little bit the color balance to add some blue.
