And the answer is A: Giant floating device.

They are building of a hull of SPAR type oil drilling rig at Technip Offshore Finland. This giant pipe, seen almost ready for shipping on this WS picture will be floating vertically with the platform mounted on top of it. Cables attach it to sea bed.
