I saw this face also in front of the National Museum in the UK and in Lugano. This one is in the dunes in Scheveningen as part of the museum sculptures at sea. The name of the artist is Igor Mitoraj and the sculpture is called "Light of the moon".

I immediately recognised this face as the face that is being used in advertisements from the Dutch wheelchair-company Revecore. Just figured I'd post that picture as a workshop, it shows a little more of the dunes and the environment around the face.
