I saw it in many places in India: apparently water is distibuted without charge. Does anyone know exactly ?

Great example of a street life in India. If this lady distributes water for free in the street taking into account hot days it is a real civic cooperation Good compo and nice colours.Maybe she is paid by local authorities or umanitarian institution for doing it?
I do not have an idea, just guessing.
