i just did a series of very simple adjustments:

1. a level adjustment layer; I brought the right side slider in until it touched the tonal curve; this helped to bring out the whites in the clouds.

2. a curve adjustment layer; I fixed the midpoint of the curve and brought the mid-point of the upper half up a bit to bring out the whites even more and enhance the color contrast.

3. resized to the TE size and sharpened.

4. a few minor other adjustments.

The reds and the greens in the foreground can be tamed down a bit by lowering the opacity of the levels and curves layers mentioned above (I did not do that on purpose) to regain the 'rainy afternoon mood'.
