I removed the blue cast from the original image and then used Neat Image to remove the JPEG noise.

Straigthen
Saturation+
Contrast++
Sharpen partially
Neat image for the noise
Add frame and resize

1. Adjust auto level
2. Make a painting out layer for gradiation and integrates with original image
- Color: none, Drawing mode: soft light, Opacity degree: 30%, Style: libear, Angle: 90degree, Ratio: 100%
(p.s.) This is for giving perspective in the entire image

Give the saturation on red, yellow and green color
