1. I cropped to remove 'empty' space and remove the black frame which doesn't really contribute here (for me).
2. Increased saturation to make the lights glow more.
3. Increased contrast to darken the sky and emphasize the reflections.

I found the clouds texture interesting to change the "adjustment layer curves" in Photoshop. Then I applied Neatimage.

My goal was to add a more dramatic apearance to this pic, and more depth:
on PSP8, I used the clarity tool two times, reduced brightness and increased the contrast.

Hi, I lighten the sky and remove the flare.
Processing:
Cropped away the far right since there isn't much details there to tell any story. Then, adjusted the curves, and the red channel for curves to bring out the redness slightly.
I clone away the flare, and use the burn tool to burn the area lightly to darken it. Added a frame.

I was thinking of adding some film grains to it, because that will add some "mood" to the photo, but I know not many people likes grains on their photos.

Hello Souya, i did some cropping to get the bottom cleared and to bring back a better ratio of sky. I also did an unsharp mask and i used Neat Image for the noise (neatimage.com). I hope you like it. Daz

Since you are worried about trimming, i have kept the left side of the photo, I cloned away the flare. I cropped the top part of the photo away a little.

In Photoshop, I desaturate away the green, by using the Replace Color tool. After that, i adjusted the curves to darken the photo.

Purpose of this Workshop: To suggest ways to repair the flare.

Method: Used the eyedropper to select the colour from an unaffected area, and then used Airbrush in Color mode to "paint" the colour back. Converted to LABcolor and used Dodge/Burn on the Brightness channel to make the whole image more uniform. Finally cropped the brightest area in the bottom left.
