I used Adobe Photoshop Elements 5.0, but it should be possible to use something else. I just made some small changes.
In details:

Darken highlights
That's it! Not much. I tried to crop it, but I found out that this is OK.

Tried to adjust levels on the blow-out white areas on water but it was not effective.

All work done in PhotoShop but any image p-rocessing software can do the following:
1 - Added a curves adjustment layer. Since exposure was ok I added a point at the middle of the curve to lock in brightness. I then added a point at the shadows quarter-tone and pulled down 1-3 points to darken shadows. I also added a point at the highlights quartedr-tone and pulled up 1-3 points. These three points added contrast and removed the foggy look and punched up the colors.
2 - flatten and save as a jpg.
