After cropping, I rescaled - which made me loose some details. So, I used noise reduction, contrast enhancement and sharpness enhancement to give the picture good detail again. But the bottom line had to do with the composition you had choosen!
And with that composition, all the attention went to the heavy frame. I would only use such a frame for very dark sunsets - and even then mostly white - and for night photography.

A first basic change is straightening the horizon. A small rotation gives a better balance to your picture.
Then I increased a bit the contrast, to have a little more dramatic light.
And finally trying an other composition by cropping the left and bottom to put the man more important.
I left the right part to leave him place to go to, and hope in his sadness.
I used Google Picasa 2, that is a freeware really easy to use. Of course it is not as complete as Photoshop or others, but it allows several basic and interesting modifications.
Just try it. After a few manipulations you'll see it is really interesting !
