I couldn't bring back the highlights, but overall added some details where I could.
First, in a duplicate layer, I darkened the upper end of the curves about 25%. I erased the gray from around the frame (you can still see a little in your © notice).
Flattened those layers, and increased saturation by +14.
Then, in a separate layer, I darkened the middle of the curve 35%, and erased from the middle out to crate a vignette. The eraser was set at 550 pixels, and 35% hardness.
Once again I flattened and dodged and burned a little bit more to add isolated contrast changes. I probably should have sharpened it a bit too, but didn't.

I also used a separate layer to darken down the background overall. I erased a soft circle from around the face, to separate it from the wall.
I then flattened, and created another duplicate layer. On that one I darkened overall by about 50%, and used a large, soft erased to erase from the inside out to create vignetted corners.
Flattened, created another duplicate layer and sharpened with Smart Sharpen, H/l at 8% fade, 84% tonal, and 1 radius, shadows set at 20% fade, 19% tonal, 7 radius, and Sharpen set at 44%, radius .8 pixels, and remove Gaussian blur.
I then set that layer at 50% opacity, flattened, and uploaded.

This is a nice image. I just tweaked it a bit.
All done is Photoshop CS2
~Darkened bricks
~lightened face and clothes
~added 2 points red and yellow
~added 2 points magenta
~vignetted slightly in duplicate layer
~sharpened overall in USM @ 100% 1.5 pixels threshold of 5, with duplicate layer
~then used opacity of 35% of sharpened layer
~used clone tool to remove small black area in top right corner
~flattened and uploaded

In no particular order...
boosted overall saturation...
boosted blue saturation in duplicate later by 40%, erased everything but her...
vignetted via my normal way...
Sharpened w/ Smart Sharpen 44%, .8 pixel, gaussian blur...
Dodge face...
Burn and dodge on greens...
Blurred a dup layer in Gaussian blur, radius at .6 pixels, then erased diagonally, top right to bottom left, about 3/4 width of the image...
Flattened and uploaded.

I just wanted to show you briefly what I was talking about.
On this, I just used the dodge/burn tool in photoshop CS2 to increase the contrast locally. I lightened the bright areas, and darkened the dark areas. I use the brush at 1% or 2% maximum. Too much too fast can ruin the shot.
I hope you don't mind the workshop. This is only my interpretation of your shot.

Clone tool to remove unwanted subjects, and lightness/contrast to boost overall contrast.
Duplicate layer to vignette. Darkened about 10% overall, and erased at 55 pixel at 33% from the middle out until just the corners where darkened.
Sharpened separate layer, put layer opacity at 35%, and then erased it entirely from the sky.
Flattened and posted.

Again, I'm not even attempting to make it better, just my interpretation of another great shot of yours.
I gave the fisherman a break yesterday, so I thought I would get rid of him today. Again, I chose to go with a theme of solitude. This time, for the bird.
The usual was done, close tools to lose the people, and duplicate layer was used to vignette. I also boosted saturation by 10%.
I took this a little further, by removing what little bit of the horizon that we could see. I felt it would add to the overall feel of the shot. This was done with clone tool and spot healing brush. This was done at various opacities, from 100% to 30%.
I also used another duplicate layer to remove the noise in the sky by using Gaussian blur at a radius .6 pixels. I then erased that layer from the foreground.
As with the last one, on this one I didn't sharpen after flattening the image. This time it was on purpose though.
