I know you were unhappy with the result of your photograph when you tried HDR.
I used PSE10.
I didn't alter the f/g, just the b/g.
I selected the sky and mountains and after adding a duplicate layer, created a layer mask and added 'screen dodge at 10%.
I then used the dodge tool, set at 3%, to brighten the clouds and bits of the slopes.
I hope you like the result.

At last, the workshop!
I cropped the photograph just a tad to place the statue more on the thirds line.
I removed all the floats which, to me, made the bay look like a swimming pool. Without them, the water looks clearer and more picturesque.
And, I brightened it a little.
I hope you approve of the changes.
It's always a risk altering another person's photograph.

ChrisJ (118817) 2016-06-09 08:48:42I tried a workshop adding 10% contrast, 40% saturation, and 4% yellow and 2% green. The idea with color balance is to look for areas you know should be grey. eg the womans skirt, the grey shale rockslide at right. Then make color adjustments accordingly. Hope you like it.

Using PSE10, I cropped the photograph and cloned out the isolated car, did a little more cloning and added a border.
There seems no distraction, now.
