As you can see, the original was not well taken. However it was a rushed shot on a moving boat.
The horizon is off-level and the colours are very washed out.
On my edit I sharpened, saturated some colour and used shadows to highlight the reflection in the water.

I sharpened the image to give the car more defined edges and cropped the colour from the top LH corner.
Saturated a tiny bit to give the car a bit more colour and adjusted shadows and highlights a little as well.

I have cropped some of the sky out as it was taking up a large portion of the shot. I sharpened the photo (maybe a little too much though).
I also used an auto colour tool to adjust the colours. The original looked a little too blue, now the snow is whiter and the sky is darker.
