upper part of sky is over expose so I cropped it and insist on clear part.In this case the worker is more bold in shot too.

Changes made:
1. Cleared noise from the sky area only;
2. Applied small amount of shadow and highlight recovery;
3. Adjusted colors using Photoshop selective color tool (less red, more cyan);
4. Sharpened (smart sharpen with radius 0.2 px, amount 110%).

I used Photodhop CS to add saturation, contrast and sharpnes.
