here is what I did (in Photoshop CS3)
- tilted image 1.25 degrees clockwise to bring towers straight up
- cropped after that to bring the image "back to square"
for this section I was keying on the patch of snow toward the right and the frost in the trees ..
- went to hue/saturation
- went to blues
- dropped saturation almost all the way down
- went back to hue/saturation
- went to cyans
- dropped the saturation a bit
- went back to hue/saturation
- dropped the green a bit as well
went to brightness contrast ..
gave the contrast a significant boost and the brightness a bit of a boost
went to the heal tool and pasted "healed" that bit of brighter sky in the upper right with some nearby bits of sky ..
hope you can find some use in this.

Here is what I did to your defenseless image : )
This was done in Adobe Photoshop CS2
1. I ran auto levels .. the software quickly adjusted out the blue levels without me even having to think very much ..
2. Well then I couldn't leave well enough alone and I went into hue/saturation and boosted the saturation of the blues a touch .. I love your sky and wanted to see if I get more power out of it once the colors were leveled.
3. I sharpened the image using the Unsharp Mask Filter.
My default (start messing around here) settings for TE are 100% - a radius of 0.8 pixels .. and a threshold of 9 levels ..
for this I bumped it up to 130% ... it may be too much .. the
peak is now more crisp and powerful but if you look at the small snow patches .. especially low in the center you can see that I am starting to lose some of them to pixelation .. which would lead me to either backing off the sharpening (but I think this needs the sharp peaks) .. or I could spend a bunch of time being naughty in the clone tool and zapping the pixelated patches .. or I could try some selective sharpening of an area .. which might be at least as much of a pain as the last option ..

I just ran this through auto levels in photoshop to show you where it thinks it should be .. you can still pull up the levels a bunch .. essentially the compromise is where the exposure on the water is versus making the shoreline emerge from the clouds more .. wonderful point of view .. stunning place.

I love the dark mood of this .. I think most people would have used auto levels to neuter the impact of it .. that said I think you could pull in the levels and add some contrast .. being sensitive to maintain this wonderful dark winter mood you have created .. so I tried a workshop .. very nice image.
