I selected the sky with the magic wand. Then I cleaned up the slopover with the polygonal lasso tool. Then I just painted on the blue with the airbrush set at 20% opacity. The reason I did it that way is because there is hardly any blue in the sky to capture. It's the only way I could think of to get a blue sky.
