Used Edit>Transform>skew to eliminate lens distortion.

used curve to lightn the right side a little and then dodge tool to lighten up the faces so they could be more visible. Also touched up the faces with healing brush.

this is the color version before conversion to BW. I like this also because it shows the amazing colors of the sunset and its reflection on the water. But I found the BW a bit more artistic and appealing to me.

I used curves, contrasts and "old photo" filter by Nik's filters.

I like this one because it represents the situation much stronger than a full color photo.

Hello my friend!
I'm not sure how this will look on your display but on mine looks better than the original. I tried to do what you wanted done with it. The tool you want to use to lighten only a small section of the photo is "Dodge Tool" and the opposit tool (to darken a section) is the "Burn Tool". They are sub buttons of each other.
What I did:
I did:
Auto Level (shift+Ctrl+L)
Curves (Cntrl+M)
NeatImage (slight noise reduction)
Unsharp Mask

here is a bit of touch up for you. I adjusted the white balance by just pressing "apple+shift+L" and used unsharp mask (Filters/sharpen/unsharp mask)
Hope you'll find it a bit improved.
