On a hue, saturation & luminosity layer I opened the cyan channel and moved the slider to the right. Then I masked out all but the sky. It's not perfect you but get the general idea.
Added a touch of brightness in the dark areas with a curves layer and mask.
Reduced noise in sky with Dfine
Added your copyright in the border
