Try to make the picture lighter with level & curve adjustment.
I think its lil bit over exposed not
But you can see more detail now.

1. applied shadow/highlight 32% in PS CS2.
2. adjusted levels to brighten the kids.
3. smart sharp (160%, 0.3, gaussian).
4. added the white frame.
