i used the healing brush in Photoshop CS3 to remove the yellow objects on the ground and one lamp post and then i used the black and white filter which is located at Image>adjustments>black and white. Finaly i added some vignette for retro result...

Photoshop CS3

1. clone stamp tool, cloned out the right bottom corner
2. image> adjustments> shadow/highlight
3. image> adjustments> selective color, selected green and yellow and added more cyan for greener trees ;-)
4. i used the burn tool on the road only to darken it a bit...(range shadows, exposure 15%)
and finally...for the overxposed sky...
5. i made new layer and with gradient tool and mode normal i applied to the picture; then erased most of the picture leaving untouched only the sky area. Then in the layers box i selected the new layer and from normal changed to linear burn...
6. layer> flatten image

program used PS CS3
select>all, edit>transform>rotate, crop with the crop tool, filter>sharpen>unsharp mask (values: amount 500%, radius 0,2 pixels, threshold 0 levels) and finally image>adjustments>brightness/contrast (increased contrast)

very very very minor change...but as i looked at your photo i thought that the upper white part could be burnt sky so with this crop it seems more like it
