Cropped the image and added a little bit of luminescence on his face.
Framed it to enhance the subject

The scanned picture has a basic red dominant and also the other colours have lost data during the scanning session and whatever data is lost, is lost forever.
However a lot can stil be done.
1. Applied first an inverted layer of the mid tone dominant and reduced opacity of 50%
2. The red dominant was better but still present. Applied an adjustment layer with Levels and modified the mid tones and the shadows of the red channel to reduce the red hue, and fixed slightly the green channel
3. Applied curves to lighten the shadows which revealed a blue hue in the shadows areas
4. Applied another adjustment layer with levels to fix the blue dominant
5. Modified colours with the selective colour tool:
- Modified Neutral color by adding some yellow and magenta and reducing a bit the black
- Modified the green colour by adding some yellow and magenta to re-establish some brilliancy of the greens
6. Saturated a bit the colours
7. Increased slightly the brightness
8. Applied a selective sharpening mask (edges only)

That is all.

I tried to add a little bit more of light with the Levels tool. I added a touch ef extra saturation with the Hue/saturation tool and I applied a digital skylight filter.
Last thing I applied a Sharpening selective tool (only for edges)

I have just cropped out a bit of the right hand side and with the Selective color tool I have added a bit of Yellow to the green and neutral colours, to make them a little bit punchier. An extra touch of saturation anda little frame to enhance the composition. Hope you like it

I tried to clean a little bit the haze on the horizon by adding a bit of magenta and cyan to the white colour of the clouds, toning up also little bit the colour of the sea.
I then applied an adjustment layer with levels to lighten up the foreground of the pine trees and flower. I applied a layer mask to nullify the brightening of the parts which were already bright and, last, I applied a little sharpening to the picture by selecting only the edges.
Here is the result. The foreground has more details and the clouds in the back a tiny bit more of punch. Hope you like it
