I'm not advocating major retouching of submitted photos, but a few steps one way or another may have gotten a much better image, similar to this. I spent about a minute on it in PaintShopPro v8.

Did an autocolor, autocontrast and autolevels; dust and scratches then cloned out specks.

I took it one step further.

Here is a picture of my cup, reflecting your cup, reflecting TE..

So now TE is upside down again. I guess that is the downside of intercontinental cup reflections.

TECH:
1. Enlarged picture and brightened alot.
2. Increased brightness of monitor
3. Brewed a cup of tea.
4. Added milk
5. Placed cup in front of screen
6. Took picture.

In Photoshop, first I cropped the dark shadow at the bottom. Then did an autocolor, autocontrast and autolevel. I then applied the dust and scratches filter just to reduce noise in the dark areas. I then noticed that there are some lovely red snappers on the right side so I increased the saturation to bring that out a little bit. I finally applied unsharp mask to sharpen. An expert restorer can further improve this.

Using the Gimp
Strong Sharpening
Constrast Masking
Lower the blue curve for lower values
Increase contrast (+50)
Increase light (+30)
Increase saturation
Despite several tries, the measurement tool told me the picture horizon was horizontal so finally I gave up and didn't rotate it.
That's a good as I can get it.
Hope you like it (given a little time, you should be able to do the same thing yourself, 2 months ago I hadn't heard about most of these technics).

Using TheGimp (openSource)
Blue curve : I decreased blue on the darker values (in order not to change the clear white).
Increase of Color saturation (about 50).
Adjusting of contrast and luminosity
Sharpening
Croping
Et voilà!
