I started by just sharpening the whole picture but wasn't entierly satisfied with that so I decided to try and create an artificial DOF.

I created 2 duplicate layers of the image. I blurred the bottom one (gaussian, radius 1 )and sharpened the top one (unsharp mask, 100%, radius 1). I then proceded to mask the two top layers to achieve the desired effect. I tried putting the focal point on the closest bridge foundation.

Finally I increased saturation 25%.
