Cloud evidenced a magenta color caste. Also, the concrete steps and the grass evidenced too much yellow, which is consistent with a magenta caste, which robs the green channel. Photographer indicated that a CPL filter was used in making the image, and +10 saturation had been applied to blues.

Used Channel Mixer adjustment layer to correct magenta caste. Used Hue/Saturation adjusment layer to dampen the CPL effect on the sky (too blue, too dark), and to get back to memory color (green) for the grass, which also corrected the concrete steps. Flattened image.

For the heck of it, to improve contrast and pop, made dupe background, applied mild radial blur filter,changed blend mode to Soft Light and reduced opacity to 25%. Flattened.

When I first opened the image, I was struck that the jet black (0-0-0 RGB) frame did not work completely. At the end, I changed the jet black frame to 75% neutral gray + 75% black (75-75-75-75 CMYK)

Hi Michael, I don't know if you like this or not but here goes how I did it just in case. Create new layer blend mode overlay. Check the box that says fill with 50% grey, change opacity of layer to 70%, usually lower. Then paint over the subjects with a white brush. Voila!
