- Neat Image noise removed 70%
- Some extra sharpness and noise added over the dark waves below (I'm not so happy with it, but it works)
- Blue/Cyan HUE Channel shifted +5, Saturation +30
- Brightness -5, Contrast +5
- JPEG optimization for TE.

Time: 5-6 min max

Like I wrote in my comment, I think your scene took place after a couple of seconds than it supposed to be.
I've created the moment you wanted by making the following actions in PS:

- Clone stamp to change each boat place in the picture
- Clone stamp to remove the boats original place
- Clone stamp to remove some annoying black dots
- Tilting horizon correction (might slightly tilting to the right, but if you look a little harder you'd notice that everything is balanced to it somehow.
- Kept the framing (copy/paste actions)
- JPEG optimization for TE

Time: almost 10 minutes work

Corrected the tilted horizon, cropped the base somewhat and smoothed some of the noise in the sky with NeatImage.

I rotated the picture 2 grades to the right, cropped, made the contrst stronger and adde a frame. What do you think?

I have impoved the sharpness a bit and given some warm light. I've cropped the image to concentrate the attention on the pursuit. Finally, I've added a frame.
