Used a nikefex plugin for polarization to make the colours jump out a bit more. Then last some steps of unsharp masking and a frame added.

Then a polarizer filter over it for the colours. A bit of contrast, and edge sharpening with unsharp masking fading to white and black. Making the whites and the blacks stand out a bit more.

After that some unsharp masking faded to lighter to get the construction jumping out.
And to make it all more sparkling a polarizer filter overlay.
I often use a polarizer at night if working with tripod, just to get more impact.
A frame to give it more impact with a small white line.

A little bit sharper on the edges and more punch in the colours. Hope you like it!

I started with removing the frame and then a 2 degrees clockwise rotation to get rid of the tilted horizon.
Not to loose too much of the photograph, I then selected all, transform - distort and stretched the left and right side.
I cut off the top and bottom part that were white due to the rotation.
After that Unsharp masking 9% - 40 pix radius, 0 treshold.
USM, 80%, 0.3 pix radius, 0 treshold, fade to lighter
USM 80%, 0.3 pix radius, 0 treshold, fade to darker.
Then saturation; yellow +10, red +24, blue +4.
Last another 30% USM, 0.3 pix radius, 0 treshold, fade to darker.
And added a frame again with the canvas option.

Layer with contrast enhancement in the middle light part above the sun. Then another one with contrast and saturation. Then another one with contrast lower to paint the top edges. Last a little saturation with the velvia vision plugin.
And a subtle thin frame added.
