The Levels histogram suggested that, although there was some white pixels (in the sky at the top), the majority of the image was dark and with low contrast. I used Levels and Brightness/Contrast to raise the overall midtones and increase the contrast.
It took only a few seconds to check the Levels histogram and to see that there were no highlights at all. Pulling the highlight slider to the left to where the histogram began forced the lightest pixels up towards white (255 on the Richter!), and a compensating rightwards nudge on the Gamma (midtone) slider ensured that the foreground was nice and dark. A lot quicker to do than to explain!

Take the woman with the magic stick, erase and rebuilt the background by cloning some parts.
Add the woman just between the sculptures and enlarge her.
