As I said in my notes, I opened this in Elements 11. What I then did was to go to Image > Transform > Distort and then pulled down the bottom right corner just a tiny bit to alter the tilt of the horizon. That involved chopping off a tiny sliver of the foreground mainly at bottom right. Then, to get the long beam to "hit" the top left corner, I dragged that corner of the image out just a little. Then Layers > Flatten Image. Then Save. Done.
Anyway, Andrew, see what you think. As I said before, the horizon was initially straight after all!

First cropped the left side where there was a harsh backlight, than loweres "noise" and gave a bit of extra sharpness, as much as could have done without ruining the image.
