Hi,
The darkness and the very visible noise (due to high ISO settings I suppose) strengthen the dramatic effect of the sand storm here. I think you almost made a good photo about reporting the ambiance of people still playing during the storm.
What could have been improved here to my opinion is the point of view. For example there is one standing person just in line behind the boy on the bicycle. The eye is attracted by that boy but that person behind is disturbing. I think the guy standing on the far right of the photo is a little disturbing too. Either put him more inside the frame, or leave it totally out, but not half like this.
Well that's just my humble opinion. Hope it helps.
