The Petronas Towers in Kuala Lumpur, Malaysia.
As seen from the 25th floor of the Grand Seasons Hotel in Chow Kit, through some disappointingly dirty windows.
If only the windows were cleaner, a much nicer picture could have been achieved.
Even after editing, I doubt much can be done to brush out the smudges of the window.

Hi Russel,
It is unfortunate about the dirty windows. Otherwise it looks like the light was nice for this scene. With the dirt, this almost looks like a painting.
I've tried to make this better. Please see my workshop.

Hello Rusell
Its a pity about the noise, because the view over the city is quite good.
I wuess what you can do to omprove it:
Straighten the horizon, improve levels and contrast to give more punch to the cityscape.
Finaly if you cant fix the sky, then you should use photo shop and create another layer with another sky to replace this one.
