Hmm, this one doesn't quite work for me. I like the basic composition with the rocks and the drift wood, also very nice evening/morning sky. But for me the long-time exposed water more looks like fogged up lens than the effect of dreamlike, foggy water you've probably desired.

I love seascapes, and the colours you can get after the sunset are amazing, as proven by this photo.
Your foreground is interesting. I've used the long exposure to blur the moving water but never to an extent that it covered all foreground. It's different and I think it works well.
