An interesting scene I'm sure, but why include so much empty foreground? It can be a useful technique if the foreground is interesting and leads the eye into the rest of the photograph, but this doesn't. I also feel that 8 seconds was too long an exposure... The people have almost disappeared. Personally I would have used a wider aperture and gone for a 4 second aperture.
