This is Santander Bay in a very windy day.
This kind of situation happends very often during the whole year: winds up to 90 km/h across the bay make possible images like this. This wind comes from the south and usually brings hot temperatures with him.
The photo is a bit dark but somehow it is as it was the real scenario.
