These arcades are in the "Praça do Comércio" also kanown as Royal Palace Square.

Praça do Comércio in Lisbon (often known as Black Horse Square) is an 18th century architectural and town-planning project carried out during the rebuilding of Lisbon after the 1755 earthquake and designed in the light of the cultural and artistic models of the Enlightenment. It is located on the site of the former Terreiro do Paço (Palace Square). Its monumentality, scale and rationality make it one of the prime examples of the architectural culture of the period. Architecture, town-planning and sculpture are harmoniously combined, contributing to a scenario that is both beautiful and functional.

Facing the Tagus estuary riverfront the square is part of the Pombaline Downtown or Baixa, an area of great cultural value in which several buildings are classified as National Monuments and Buildings of Public Interest. In addition to its historic importance and artistic representativeness, it is a structural element of the city’s urban space and a place of memory of many events in the country’s political, social and cultural life that occurred in or around this centuries-old emblematic Square...

The new Praça do Comércio is quadrangular and on three sides has uniform façades, whilst the fourth side faces the river. The architect Carlos Mardel drew the plans for the buildings and their façades based on principles of uniformity and rationality.

The run of great arcades at street level and the composition of the two upper levels convey an aesthetic harmony based on simplicity and rhythmic repetition. Despite its conformity with 18th century international artistic proposals in keeping both with late Baroque monumentality and with the rationality of emerging neo-classicism, traces of the pre-existing architecture were respected: the large towers, in fact, were directly inspired by the monumental Mannerist tower of the royal palace, built by the kings of Spain.
