I think you have done really well here to pull a shot like this out what looks like such bad conditions. By useing F4 you will have lost the focus in the distance, but as you can not see the horizon because of the mist it was totally the right choice as keeping the faster shutter speed has stopped the water becoming too milky and has also given you the chance to take it hand held (did you?).
