I have decided to learn how to take good night photographs. This is my best night photo so far. However I am not happy. Please advise me on what I did wrong here. Is it overexposed?

First i thought this was the Pudong skyline of Shanghai, they look so alike, yet the Chinese version is much more "futuristic".
I think there is no overexposure in here. The silky effect of water, brought in with your 8 sec.s exposure is very nice. For improvement issues, i think you may go for the famous "blue hour", where you would get a deep blue sky, a favourite of lots of photographers. The best improvement would be in the composition. I think there is a lack of free space on both left and right sides, which causes a "stuffed" feeling. I don't know whether the skyline was suitable for that but this is what actually distracts my eyes.
And of course, you can upload photos as large as 800 pixels. 600 is too small.

Les reflets colorés qui "s'opposent" aux immeubles aux fenêtres éclairés donnent beaucoup d'intérêt à cette photo nocturne.
